Mercy Housing, Eskaton teaming up on Roseville project

Mercy Housing California and Eskaton are partnering on a project in Roseville meant to include components of both companies’ core missions: affordable and senior housing, respectively.

Stephan Daues, Mercy Housing’s regional director of housing development, said the partnership hopes to develop a project that reflects what Mercy Housing has discovered in terms of interest in other projects.
“We found we were attracting older folks with mobility concerns,” he said, speaking specifically of the Lohse Apartments project Mercy developed in 2018 in downtown Roseville. “We decided to take that approach here with elevators and all flats.”
The hoped-for result, he said, will be a project with a true multi-generational population, both families and seniors.
As proposed, Pleasant Grove Apartments would have two three-story apartment buildings and a single-story clubhouse. Units would consist of 30 one-bedroom units, 34 two-bedroom units and 34 three-bedroom units.
Project amenities include a playground, community garden and outdoor lawn areas with seating. The site, currently undeveloped, is 4.9 acres.
Apartments would be available to people with low and very low incomes, though the specific income levels were not stated in an agenda item about the apartments for the Roseville Planning Commission on March 26.
Eskaton owns the land for the project and will retain ownership, but Mercy Housing is taking the lead on entitlements and development, Daues said.
If financing comes together, work could start by the end of 2022, he said. Because it’s still early, project costs haven’t been determined yet.
